King County Ten Year Plan to End Homelessness – Mid-Plan Review

In late 2010, just over half way through the Ten Year Plan, the governing bodies of the Committee to End Homelessness embarked on a Mid-Plan Review. This review included a review of the original goals, a broad evaluation of successes and shortfalls in meeting those goals, and identification of the actions needed in the second half of the plan.

The review identified six “consensus initiatives,” on which the direction and the need are both clear: continuing our pace of production of housing and services; complying with and benefiting from the HEARTH Act; aligning with the National Strategic Plan to Prevent and End Homelessness; becoming an integral part of health care reform; creating joint federal/state/local efforts on the Five Year Plan to End Veterans Homelessness; implementing the Family Homelessness Initiative in King County.

The review also identified six areas in which we felt that additional learning and community input was needed: Performance measures and accountability at all levels; homeless youth and young adults; immigrants and refugees; system level prevention; emergency shelter for single adults; and maintaining and increasing political will.

Those six topics were addressed in an unconventional process, a charrette – a week-long combination of intensive discussions, drafting and feedback that resulted in recommendations seven days after the discussions began (albeit with substantial pre-charrette work). The process was both suggested and facilitated by the national Corporation for Supportive Housing, a skilled consulting entity that we had engaged to assist in the Mid-Plan Review. The charrette recommendations were incorporated into the comprehensive Mid-Plan Review Report. Click here to read the report. The Funders Group, in consultation with the Governing Board, the Interagency Council and the Consumer Advisory Council is developing priorities, work plans, and timelines for implementing the recommendations contained in the Mid-Plan Report. Those will be posted as they are adopted.
